A definite scam. Their claimed licenses belong to the legitimate company escrow.com.

Any car sale where you can not view the vehicle in person without making a payment to anyone should be viewed as a scam.

Please do not tell scammers that they are listed here - it will take them seconds to change their fake details and their new details will not be listed for any future victims to find.
