Yup, it's a scam.

The scammer plans to send you fake paypal emails claiming that he paid for the item, plus "shipping." It will have some bogus statement claiming that the money is on hold until the shipper is paid. These emails are entirely fake and have no connection to paypal. The scammer likely doesn't even have a paypal account.

He will instruct you to send the "extra" money to his "shipper," most likely via Western Union or Moneygram.

In the end, if you send any money to the "shipper" it will be your own money, because the scammer never paid a penny. Nobody will show up for the item, because all he was really after was the cash.
