I'm new here so Hi everyone.

I wanted to buy a used car and saw an advertisment in one local website in Israel. I've contacted a seller of a used BMW X1 Car and got from him this email:


Hello,

I am German and I have worked for Zion Oil & Gas in Caesarea, Israel for the last couple of years. I've now moved with work to Shell GmbH in Prague, Czech Republic.
I've brought the car I used in Israel with me to Prague only to find out that it's impossible to use it here for a longer period. The taxes imposed by the authorities at registration are very high. As a result, I have no other solution then to bring the car back to Israel and sell it there.

I remind you that this was my personal car during my stay in Israel and not a company car. I can assure you that it is in perfect working condition. It does not have a scratch, was kept in a garage, all revisions were made on time, no repairs needed. The number of kilometers is real.

I do not know the car market very well, but I suppose the price is very good for a quick sale. However, please take into consideration that 30000 EUR is the final price!

after I said okay, cause I don't mind inspecting the car I've got an email from the company that should take care of the import:

We have attached to this e-mail a copy of the vehicle inspection report, provided by our certified department.
We would like to remind you that the seller has already paid for our services in advance so you don't have to pay any hidden fees.

However their phone number isn't working, i keep getting an error in german.

Afterwards they sent me this email:

Dear Customer,

This vehicle is already in our custody. Our inspection department has inspected the vehicle and analyzed the vehicle documents. It is certified and ready for shipping.
The total price of 20.000 Euro includes the vehicle price, our services, the delivery cost to Israel and all other expenses related to the transaction. It includes customs duties or any other taxes that might be charged to obtain the documents required for sale and change of registration.

Transaction procedure and facts you should know:

The vehicle was registered and used in Israel. Customs duties were paid in full and registration was made without restrictions, same as for any other Israeli citizen.

The vehicle was removed from registration before leaving Israel. At return to Israel, the vehicle must first go through customs and obtain Clearance from the Israeli Customs Office (Tax Authority). After that, the Bureau of Motor Vehicles in Israel will issue a new license (registration) and new plates. An insurance agent will issue a temporary Compulsory Insurance valid 30 days so that the vehicle is permitted to drive on public roads.

Only after the above procedure is completed and all documents are ready, our representative (who will travel from Germany) will meet you for delivery.

To issue Clearance for the vehicle, the Tax Authority will ask for the reason of import. As the current owner no longer works or resides in Israel, the only valid reason is to sell the vehicle. We must show a valid contract of sale (reservation) with the potential Buyer and a statement from our bank that the funds for the purchase are available and in our account. Please note that without those two conditions met, the transaction is not possible and we are forced to sell the vehicle to an Israeli dealer.

After we receive the signed contract of services, and invoice will be issued for your deposit. The deposit amount must be equal to the selling price of the vehicle.

Please note that it's only a deposit, 100% refundable. The funds from this deposit are entirely at your disposal as agreed in the contract of services. Our company is not allowed to access funds from this deposit without having your written permission.

As soon as your deposit is confirmed by our bank, we will start shipping procedures. Delivery to Israel and customs procedures (preparation of documents) should take less then 15 working days from the date the vehicle is shipped.

At delivery, our representative will show you the vehicle and leave it in your custody, as well as both keys and all the documents. You have an inspection (trial) period of 5 days, in which you can test the vehicle, check it at your local dealership and verify the documents. There is a test drive limit of 600 km that can not be exceeded.

If you refuse the vehicle at any point during the transaction, you will meet our representative to hand over the vehicle, the keys and the documents. The money from your deposit are going to refunded in 48 hours. You don't have to pay anything if you refuse the vehicle.

If you decide to purchase the vehicle, you will meet our representative and must take the transfer of ownership form (ha’averat ba'alut), which is attached to the vehicle license to your local post office or bank. There, you must both sign the form and pay a small sum and have the form stamped. You must keep the temporary ownership form signed by our representative and the power of attorney from the previous owner until you get a permanent form in the mail. You must also sign a document, that you allow our company to use the funds from your deposit and that you renounce all claims for the funds.

I have attached to this e-mail a draft of the contract of services. Before we proceed to provide the contract, let us know if you would like to modify the terms of the contract. Please note that it's not a requirement to have the contract of services in Hebrew language.

I feel like it is a scam.... The whole deposit thing and unavailability in their phone is suspicious.

after I wrote to them about my concers they wrote back:

We understand the fact that this procedure is not common in your country and that it is hard to deal with procedures that you aren't familiar with for your first purchase. Please don't take it personally, we have nothing against you and we believe you have the money ready and are genuinely interested to purchase this vehicle.
However, we are a business and we are run accordingly. In order to send a high value item to another part of the world, we require safe procedures, security measures and strict regulations. We require signed documents that have valid weight in any international court and not just words and promises.
Once again, I remind you that you don't have to pay for the vehicle before seeing and testing it. It's only a deposit required to reserve the vehicle for you and start delivery procedures. The deposit is guaranteed by contract by our company and by our bank.
Please read paragraph 1.03 of the draft contract we've sent. It clearly stipulates that the funds from your deposit are still yours and that you can ask for a refund anytime during the transaction. It also clearly states that our company can't access the funds from your deposit without having written permission from you.
We have already mentioned that in order to obtain Clearance for this vehicle we need to show to the Israeli Customs Office (Tax Authority) a signed contract with a potential Buyer and that the funds for the purchase are available in our account. It's not possible without.
If you believe that you are able to reach an agreement with our company, please send the info to prepare your contract. If you don't, with all due respect, thank you for your time and we wish you good luck in finding another vehicle.

The simple rule is that if you can't see or inspect a vehicle - don't buy it under any circumstances.

It's an absolutely classic scam that we see a lot in the UK but, of course, because of the internet, it can be worked anywhere on the planet. The trick is to get you to part with your money before you see the car and, to do that, they need to convince that there is an honest broker who will look after your money and deliver the car. Of course most teenagers can build a website nowadays and there's an incentive if they can build one to commit fraud.

There are such things as escrow services but I have never know them used to buy a car. Their services are usually so costly the item has to be high value to make it worthwhile.

Also Germans speak German and would only provide English as an alternative language, not the only option on the website.

It's a good effort but you'll notice that all internet mentions appear on a free news service -www.getnewpress.org/ - which is a common means to give a fake company an internet presence.

Someone's trying to scam you.

The scammer has to have a story which makes it appear reasonable that you can't view it. The problem then is that this story introduces complication his tiny brain can't handle, such as import duty

They've made a really nice contract and faked their ISO certificates..

It's pretty much a copy of the type of scam I see every day in the UK and I spend every day picking out the fraudulent adverts, which may be why they're trying new countries. Warn other people.

Over the past year I have probably detected 10,000 fake adverts on one major UK car ad site. If they only get one victim out of 100 adverts, it's worth their while. I hate them because they're criminals, but there is also some suspicion that they may be using the scams to fund terrorism, not a reason to love them any more.

Take care and don't part with your money too easily. There have been many hundreds of UK victims. It will be harder for them to operate in countries like Israel because all they know about your country is what they can find on Google. :lol:
