On the webpage it lists this information:
TELECOMMUNICATION LIMITED
1ST FLOOR
314 REGENTS PARK ROAD
FINCHLEY
LONDON N3 2LT
UNITED KINGDOM
Company No. 03706737
Date of Incorporation: 02/02/1999

TEL: +447031916551 , +447045705416
EMAIL: [email protected]

Typically scammers use telephone numbers which start with 4470 because they are redirect numbers so the person who receives the call can be any place in the world. A company based in London would not need to use a redirect number. They would also not need a hotmail email address if they were who they say they are.

Before you purchase from any online seller, it is very important to read their terms of service. Those can be found here: http://www.phones4u.co.uk/contact-us/help_terms.asp

If you read carefully, their special prices include signing up for their service plan.

It is ALWAYS a scam
If the pet seller or shipper asks for money to be sent via Western Union, Money Gram, any brand of gift card. Walmart To Walmart , Zelle , PayPal friends and family option, or mentions Cameroon

That website is registered for only one year, and this Ricky Brown is using a yahoo email address instead of an email address with the domain name.

-The "company" lists a UK phone number, but the prices are in American dollars. This makes no sense--a UK site would quote prices in UK currency.

-By law, UK businesses that do business online are required to post a physical address on their website. I cannot find a physical address or company registration information anywhere.

Combining those with the things David pointed out above, it does not look good.
